El Toro Water District Board of Directors Selects New Officers

The El Toro Water District (ETWD; District) Board of Directors is pleased to announce the selection of the 2023 board officers. Kay Havens was selected to serve as President and Jose Vergara will serve as Vice President.

President Havens has served on the board since 2019 and brings a high level of expertise to the board in environmental analysis, water quality and as a certified Master Gardener Sustainable Landscape Expert.

Havens, who previously served as Vice President for the Board in 2022, stated, “I am honored to lead the El Toro Board of Directors for 2023. Our district turned 60 during the pandemic. It is the District’s responsibility to deliver drinking water, treat wastewater and provide recycled water for landscapes. Both staff and the board continue to maintain and improve district assets and infrastructure. Investment in infrastructure and educating customers on the importance of conservation and sustainable landscape practices will be essential to see us through the next 60 years. I look forward to a busy and productive year.”

Havens currently chairs the ETWD Budget and Agenda Review Committees and represents ETWD on the South Orange County Watershed Management Area Executive Committee.

Vice President Vergara has served on the board since 2012 and brings over 40 years of professional experience including 25 years of professional experience as a Water Resources Engineer at the Metropolitan Water District of Southern California. Vergara stated, “I will continue to work with the Board of Directors to ensure that our customers are provided with excellent drinking and recycled water and sewer services at a reasonable price within the limitations presented by the current economy and climate change challenges”.
