Xpress Bill Pay
ETWD uses Xpress Bill Pay, a third-party payment service, for customers who elect to pay their bill online or via an automated or operator assisted phone system. Fees apply per the table below. With Xpress Bill Pay, you can:

To access the Xpress Bill Pay portal, you will login or register for a new Xpress Bill Pay account. To register, you will need to look up your account number from your billing statement on the portal. Fees apply per the table below.

Xpress Bill Pay Fee:
Beginning May 19, 2025, Xpress Bill Pay fees associated with El Toro Water District (ETWD) online and phone bill payments will be changing. These fee changes will apply to all payments using a credit card, debit card or electronic check.
Additionally, there will be a $500 per transaction limit on credit and debit card payments.
Please note: any customers that are enrolled in auto pay directly through ETWD are NOT affected by this change.

These fees are charged and retained solely by Xpress Bill Pay to cover secure transaction processing costs. El Toro Water District does not receive any portion of these fees. The Xpress Bill Pay fee will appear as a separate transaction.
Important Information for Current Xpress Bill Pay Auto Pay-Customers
The District recommends reviewing your Auto Pay settings within your Xpress Bill Pay account to understand the new transaction fees that may apply. If you prefer not to pay these fees, you will need to deactivate Auto Pay through Xpress Bill Pay.

📮Drop Box
A payment drop-box is located in the ETWD parking lot for your convenience. Payments can be dropped off anytime, including after hours, weekends and/or holidays. Payments received in the drop box will be processed on the next business day. Please DO NOT place CASH in the drop box unless calling first to make a payment arrangement. Checks, money orders and cashier’s check are acceptable forms of payments for the drop box.

❓Frequently Asked Questions (FAQs)
Do I need to register with Xpress Bill Pay if I already use ETWD Auto Draft?
No. Customers enrolled in ACH Auto Draft directly do not need to register with Xpress Bill Pay unless they want to view billing history online. There are no fees for auto draft payments set up through ETWD.
Why are there fees?
It is important that only customers choosing to use the Xpress Bill Payment electronic payment services cover the associated fee, rather than distributing the cost among customers not benefiting from those payment options. This approach ensures fairness and allows those who prefer no-cost options, such as ACH auto draft payments through ETWD, to continue using them without incurring any additional charges.
How will my payment be confirmed?
All electronic payments are processed securely. You’ll receive a confirmation number at the time of payment and an email receipt. Payments post to your account shortly after completion.
How can I get more information on electronic payments, my account or technical support for the payment portal?
For questions regarding your ETWD account including charges assessed, usage or other general issues, please call ETWD customer service representatives at (949) 837-0660 during normal business hours.
I have received a service disconnect notice for being behind on my bill. Can I still pay online and have my payment posted in time?
We recommend that you make your payment at ETWD located at 24251 Los Alisos Blvd., Lake Forest by use of cash or check. We will be able to post the payment to the account immediately and remove you from the disconnect list. Payments of this type must be made prior to the final payment due date listed on the disconnect notice.
