Online Bill Payment System
El Toro Water District’s online bill pay system provides customers access to the following features 24 hours a day, 7 days a week:
- View history and usage
- Make payments online conveniently and securely

The payment system is powered by Stripe Merchant Services, a third party automated payment service, to offer payment options for customers interested in paying their bill online or by using an automated phone service. Stripe accepts Visa, MasterCard, Discover, and electronic checks.
We will receive notification of your payment and it will post to your account momentarily after the payment is made. For each payment, you will receive a confirmation number. We will send you an email confirmation for your records.
Stripe will charge a convenience fee of $2.25 per transaction or 2.5% of the transaction amount, whichever is greater. (For example: Payments that are $90 or less will be charged $2.25 per transaction. Payments that are greater than $90 will be charged 2.5% per transaction.)
Mail your water bill payment stub along with your check or money order in the courtesy reply envelope provided with your bill. If the envelope is missing, the payment address is:

Water bill payments can be made at the Customer Service Department in the ETWD main office located at 24251 Los Alisos Blvd., Lake Forest, CA. Office hours are 7:30am – 4:00pm Monday-Thursday and 7:30am-3:00pm every other Friday (closed every other Friday). A payment drop-box is located in the ETWD parking lot for your convenience. Payments can be dropped off anytime including after hours, weekends and/or holidays. Payments received in the drop box will be processed on the next business day. Please DO NOT place CASH in the drop box. Checks, money orders and cashier’s check are acceptable forms of payments for the drop box.
Payments may be made by calling 1-844-850-9183, 24 hours a day, 7 days a week. A 2.5% transaction fee will apply for payments made by phone.

How will my payment be confirmed?
ETWD receives immediate confirmation of payments made via the Internet and payments made over the phone. You will receive a confirmation number of the successful payment at time of the transaction. Your payment will post to your account momentarily after payment. For questions about your payment, contact our customer service department at 949-837-0660 during normal business hours.
What is the amount of the electronic payment convenience fee?
The Stripe convenience fee will be collected in addition to the bill payment total. For online payments Stripe charges $2.25 per transaction or 2.5% of the transaction amount, whichever is greater. For automated phone payments, Stripe charges 2.5% of the transaction amount. There is no longer a maximum payment amount.
Why is an electronic payment convenience fee required?
Charge card companies charge businesses, like ETWD, a percentage of the payment for processing services. In fairness to all of our customers, we need to ensure that the customers who want the convenience of paying with a charge card, pay for the service. ETWD does not profit from this service. There are other low cost or no-cost means to pay your ETWD bill, including autopay with a checking account, writing a check, or placing a payment in our drop box at our main office.
Is ETWD getting any part of the electronic payment convenience fee?
ETWD does NOT receive any part of the convenience fee. Stripe is an independent company that provides a service for ETWD customers.
What is an automatic bank draft and how do I sign up for this payment plan to pay my utility bill?
Another popular method of payment is our Automatic Payment Plan. With this plan, a monthly bill will still be mailed to you (it will be marked ’Do Not Pay’). On your due date, the funds will be withdrawn from your checking account.
Checking account automatic payments can be set up to automatically pay your water bill each month. Click on the auto pay button above to sign up. If you are not able to sign up online, you can Download the Autopay Authorization form, or pick one up at our main office. You can also request to have the form mailed to you by calling customer service at 949-837-0660 during normal business hours. There are no additional fees to use this auto payment by checking account option.
Credit card automatic payments can also be set up to automatically pay your water bill each month. Click on the auto pay button above to sign up. There is a credit card convenience fee of $2.25 or 2.5% of the transaction amount PER TRANSACTION, whichever is greater for each payment.
I have received a service disconnect notice for being behind on my bill. Can I still pay online and have my payment posted in time?
We recommend that you make your payment at our general office (24251 Los Alisos Blvd., Lake Forest) by use of cash or check. We will be able to post the payment to the account immediately and remove you from the disconnect list. Payments of this type must be made prior to the final payment due date listed on the disconnect notice.
Additionally, you can make an electronic payment online at this web site (www.etwd.com) or by phone (1-844-850-9183). Once payment has been made, you will need to contact customer service at 949-837-0660 during normal business hours with your payment confirmation number to prevent your service from being disconnected or to re-establish service if it has already been disconnected. The electronic payment must cover the entire past due amount. Additional reconnection fees may apply.
