Xpress Bill Pay New User Guide

New Bill Payment System Flyer

On June 26, 2024, ETWD’s online bill payment system has moved to Xpress Bill Pay, a third-party automated payment service, that offers payment options for customers interested in paying their bill online or by using an automated phone service.  Xpress Bill Pay accepts Visa, MasterCard, Discover and electronic checks. 

El Toro Water District’s online bill pay system provides customers access to the following features 24 hours a day, 7 days a week:

  • Make payments online conveniently and securely
  • Guest Checkout – one time payment feature
  • Sign up for automatic payments
  • Pay multiple accounts and service locations within ETWD
  • Choose paperless options

Xpress Bill Pay Portal:

To access the new Xpress Bill Pay portal, ALL customers (current and new customers) are required to register by setting up a new account and password. 

To register for a new Xpress Bill Pay account, customers will need to look up their account on the new portal.   To look up your account on the new portal (red Xpress Bill Pay button above), use one (1) of the following:

  • Enter your old account number and service ID in the following format:        (old service ID#-old account #) Make sure to add the dash (-) between the service ID # and account#;

          or

  • New account number. Please see your June billing statement for your new account number.

Payment Confirmation:

ETWD will receive notification of your payment and it will post to your account momentarily after the payment is made. For each payment, you will receive a confirmation number. We will send you an email confirmation for your records.

Convenience Fees:

Xpress Bill Pay will charge a convenience fee for online/phone payments made through Xpress Bill Pay.  There are no fees for ACH bank auto drafts made through ETWD.  Please see the table below for details.

Drop Box

A payment drop-box is located in the ETWD parking lot for your convenience.  Payments can be dropped off anytime, including after hours, weekends and/or holidays. Payments received in the drop box will be processed on the next business day. Please DO NOT place CASH in the drop box unless calling first to make a payment arrangement.  Checks, money orders and cashier’s check are acceptable forms of payments for the drop box.

By Phone

Payments may be made by calling 1-855-340-0589, 24 hours a day, 7 days a week. A $4.50 transaction fee will apply for payments made by credit card by phone. A $2.25 transaction fee will apply for E-check payments made by phone (IVR).

 ACH Autopay

Payment Frequently Asked Questions (FAQs)

Current Customers:

Current customers that have set up an automatic draft payment by checking account with ETWD Customer Service Representatives before 06/07/2024, do not have to set up a new account with Xpress Bill Pay to make a payment.  You will need to set up an account on Xpress Bill Pay to see your bill history.  These automatic draft payments will transfer over.  There is no convenience fee for auto draft payments set up directly through ETWD Customer Service Representatives.  Any automatic payments set up through Xpress Bill Pay will encounter a convenience fee.

What information will I need to make an electronic payment?

Service ID number and account number
Credit card or Check routing information

How will my payment be confirmed?

ETWD receives immediate confirmation of payments made via the Internet and payments made over the phone. You will receive a confirmation number of the successful payment at time of the transaction. Your payment will post to your account momentarily after payment. For questions about your payment, contact the ETWD customer service department at (949) 837-0660 during normal business hours.

Why is an electronic payment convenience fee required?

Charge card companies charge businesses, like ETWD, a percentage of the payment for processing services. In fairness to all of our customers, we need to ensure that the customers who want the convenience of paying with a charge card, pay for the service. ETWD does not profit from this service. There are other low cost or no-cost means to pay your ETWD bill, including autopay with a checking account, writing a check, or placing a payment in our drop box at our main office.

Is ETWD getting any part of the electronic payment convenience fee?

ETWD does NOT receive any part of the convenience fee.  Xpress Bill Pay is an independent company that provides a service for ETWD customers.

What is an ACH/automatic bank draft and how do I sign up for this payment plan to pay my utility bill?

Another popular method of payment is ETWD’s Automatic Payment Plan. With this plan, a monthly bill will still be mailed to you (it will be marked ’Do Not Pay’). On your due date, the funds will be withdrawn from your checking account.

Checking Account

Checking account automatic payments can be set up to automatically pay your water bill each month.  Click on the auto pay button above to sign up.  If you are not able to sign up online, you can Download the Autopay Authorization form, or pick one up at our main office. You can also request to have the form mailed to you by calling ETWD customer service at 949-837-0660 during normal business hours. There are no additional fees to use this auto payment by checking account option.

Credit/Debit Card Xpress Bill Pay

Credit card automatic payments can also be set up to automatically pay your water bill each month.  Click on the Xpress Bill Pay button above to sign up.  There is a credit card convenience fee of $3.25 per transaction amount.

I have received a service disconnect notice for being behind on my bill. Can I still pay online and have my payment posted in time?

We recommend that you make your payment at ETWD located at 24251 Los Alisos Blvd., Lake Forest by use of cash or check. We will be able to post the payment to the account immediately and remove you from the disconnect list. Payments of this type must be made prior to the final payment due date listed on the disconnect notice.

How do I make a payment by telephone?

Dial the toll-free number, 1-855-340-0589, and follow the operator prompts for the type of payment that you wish to make. A convenience fee may apply.

How can I get more information on electronic payments, my account, or technical support for the payment portal?

Payment Assistance Options

You may qualify for assistance through external programs; however funding is not guaranteed.

Low Income Household Water Assistance Program (LIHWAP)

LIHWAP is a limited-time, federally funded relief program that provides financial assistance to low-income households to make water and/or wastewater payments. The program is administered by the Department of Community Services and Development (CSD) and benefits are scheduled to be available from June 2022 to mid-August 2023.
