The El Toro Water District Board of Directors elected Mark Monin to serve as president and Mike Gaskins to service as vice president for the year 2020. The directors were sworn into office at the December board meeting.
Mark Monin, a financial advisor with over 35 years of experience in the investment management industry, has served on the ETWD Board of Directors since 2015. He previously served as vice president in 2019.
Mike Gaskins, a retired civil servant and Vietnam Veteran with over 40 years of experience in human resources, labor relations and water quality. He has served on the board since 2018.
