Welcome to ETWD

Welcome to the Saddleback Valley area. We sincerely hope you are enjoying your new home and the surrounding area.

El Toro Water District imports and distributes all of your water. The District also maintains a Water Recycling Plant (WRP) for the collection and treatment of the waste materials that go down the drain.

Because of the lack of ground water and the
need to conserve every drop of water that comes into the area, El Toro Water District operates the WRP to permit the overflow from it to be used for irrigation purposes such as golf courses, nurseries and greenbelts.

The outflow from our WRP must meet the requirements of both the State Health Department and the Santa Ana Regional Water Quality Control Board. Although our WRP is capable of removing the organic waste added to the water, it is not capable of removing the minerals. Therefore, self regenerating (salt brine) water softeners are prohibited from use in the District. Water softening can be used, if you so desire, by the use of centrally recharge units provided on a rental basis by a soft water rental services.

Metropolitan Water District is the sole water source of El Toro Water District. All water is received pre-treated for bacteria. The disinfectant, “Chloramines”, is toxic to fish and kidney dialysis patients. If you need further information regarding chloramines treated water, please call our Customer Service off at (949) 837-0660.

El Toro Water District bills monthly. There is a non-refundable $15.00 start-up fee that will appear on your first bill. Bills are due and payable upon presentation and if not paid in a timely manner, service may be discontinued. The District notifies customers by means of an overdue notice on the following billing. If the account remains unpaid after an additional 48-hour door hanger notice, service will be discontinued. Fees are incurred for hangers and reconnections.

If within any 12-month period, you receive two 48-hour notices for non-payment, you will be required to place on deposit in amount of up to $50.00.

An extension of payment period for a bill may be arranged by contacting the Customer Service office. If you wish to initiate a complaint or request an investigation concerning service or charges, you may do so by following the procedure for registering a dispute as set forth on the back of your most recent bill. You must initiate a complaint with five (5) days of receiving the particular bill you wish to dispute.

If you have any questions or need more information, please do not hesitate to contact our Customer Service office at (949) 837-0660.
